A Cap Without a Plan Is a Problem

Montana GOP state senator Galt is proposing a property tax CAP for the November ballot. This, after years of debate and wrangling on how to keep taxes affordable for Montana’s middle class while funding critical state programs that invest in our children and our infrastructure , among other priorities.
A cap on property taxes may sound good, but without a responsible plan to replace that revenue, it shifts the burden elsewhere or forces cuts to the services Montanans rely on.
In communities like Billings, Bozeman, Helena, and Missoula, that means pressure on schools, infrastructure, and public safety — or higher costs in other forms.
If we’re going to talk about property tax relief, we need a complete solution — one that protects homeowners and gives local governments the flexibility to fund essential services without shifting the problem down the road.
Sound policy isn’t about slogans — it’s about making the numbers work.
